Daniel Cullen

Daniel Cullen is Project Manager in the Death Penalty Research Unit (DPRU), where he was recently lead researcher on the DPRU's research projects on death penalty in abolitionist de facto (ADF) states, culminating in the publication of the report Between Retention and Abolition: Making Sense of a Death Penalty Without Executions, with The Death Penalty Project (DPP) and the Council of Europe. His role also includes acting as Managing Editor of the DPRU Research Paper Series and the DPRU Blog.

He previously worked in the Strategic Litigation team at Amnesty International, supporting the organisation's international human rights litigation programme, and the Human Rights and Refugees programme at the Quaker United Nations Office (QUNO), Geneva, with a focus on the death penalty and children's rights. He also previously worked with the UN Food and Agriculture Organisation (FAO), the human rights information organisation HURIDOCS, and the British Institute in Eastern Africa (BIEA). 

In September 2026, he was appointed as Brownlie Junior Research Fellow in Law at Linacre College, Oxford. He holds an LLM Qualifying Law Degree (Distinction) from Birkbeck, University of London; a Certificate in Creative Non-Fiction Writing from the University of Cambridge; and a BA in History and Economics from SOAS, University of London. He is currently completing the Bar training course at the Inns of Court College of Advocacy (ICCA) as a Major Scholar of Inner Temple.
