Parliaments are very specific institutions which are still less studied than other bodies. They are governed by particular rules and especially by some practices which most jurists would not consider a legal object. The main purpose of this presentation is to offer a legal qualification of these rules, and more generally to raise awareness about it from a comparative perspective.
