This workshop will present new research on how digital technologies may be governed in areas and regions where the state has limited reach. Bringing together case studies from around the world we will explore key themes that have emerged focusing on the tensions between technology and non-state governance. From the rise of the telecom sector under the Taliban, to the use of blockchain supporting energy provision in South Asia, to the lawlessness of algorithms and content moderation on social media, the contributions to this workshop adopt unique angles exploring how new technologies have evolved and flourished under a diverse range of public authorities.

We are delighted to have contributors from around the world participate. Due to the challenges of navigating time zones, we are unable to group the presentations exactly as we would like around the core emerging themes. We have attempted to approximate this and signalled in parentheses when we see a presentation falling under an alternative theme.
