Shona Wilson Stark and David Howarth - 'Reflections on the Reality of the Constitution'
Shona Wilson Stark (Cambridge)
David Howarth (Cambridge)
Our next event will be on Tuesday November 19th from 12.30 to 14.00 at the White & Case Room (St. Cross Building).
We will have the pleasure of welcoming Shona Wilson Stark (Cambridge) and David Howarth (Cambridge), who will be presenting an updated account of the research they developed in their paper titled HLA Hart’s Secondary Rules: What Do Officials Really Think? The research for that paper was carried out in 2013-2014, and was published in 2018. The study purported to be a pilot study, interrogating non-judicial officials’ views of the constitution. Their intention was to secure funding for a full-scale study, but since 2018, rather a lot has happened – most obviously the pandemic, Brexit, and a notable change in the tone of politics. They return to their study to ask: would it be practicable to carry out a full-scale study now?
