Vaccine No-Fault Compensation Schemes prior to the Covid Pandemic
We have found 29 vaccine no-fault compensation schemes that were operational prior to January 2020. A number of these schemes had been in operation for several decades. The distribution of these schemes is shown below, they are predominantly found in middle and higher income economies.

Global Covid Vaccine No-Fault Compensation Scheme coverage
While many countries do not have a No-Fault Compensation Scheme for Covid Vaccine injuries there is widespread global coverage. The global coverage for Covid Vaccine No-Fault Compensation Schemes is not evenly distributed, as the following maps illustrate.
No-Fault Compensation schemes can either be national or multi-jurisdictional. Some countries are double covered and can be seen on two of the maps below.
Three countries, Indonesia, the Philippines and Vietnam, are triple covered (a national scheme, AVAT and COVAX).
The map below shows countries which have at least one no-fault compensation scheme covering adverse events from Covid vaccines.

Countries with National No-Fault Compensation Schemes
National no-fault compensation schemes, seen in yellow in the map below, tend to occur in more developed countries.

Multi-jurisdiction Covid Vaccine No-Fault Compensation Schemes
COVAX
The WHO COVAX NFCS scheme is the largest of the multi-jurisdiction schemes and covers 92 low and middle income countries. It covers jurisdictions in Africa, the Americas, Asia pacific, Europe and the Middle East, shown on the map below in green.

AVAT
Obviously the AVAT Covid Vaccine NFCS coverage is exclusively in Africa, see map below which shows members in pale blue. There is considerable overlap between COVAX and the AVAT scheme, with a number of countries double covered.

UNICEF
The UNICEF NFCS for adverse effects from C0vid vaccines covers 18 jurisdictions in Asia pacific, shown below in orange.

Overlap in coverage
There is clear overlap between some of these schemes, which can be seen in this diagram. There is considerable overlap between COVAX & AVAT and between COVAX & UNICEF. Interestingly there is no overlap between the AVAT and the UNICEF; they focus on different geographical areas.
